REQUEST FOR PROPOSALS:
The State of North Carolina wishes to acquire by lease on behalf of Department of Health and Human Services (DHHS) approximately 850,000 – 1,050,000 net usable square feet (NSF) of a combination of office, public and warehouse space, including parking, in the greater Raleigh area in a location having convenient and easy access to major roadways. The lease will be implemented in three phases beginning in 2014 as detailed below. The lease term will be for twenty years with four five-year renewal options required. The total campus is anticipated to be 850,000 to 1,050,000 sf. Preference will be given for proposed locations in close proximity of the Dorothea Dix campus. The initial premises is anticipated to be 600,000 – 650,000 NSF, deliverable no later than June 2014. The next expansion is anticipated to be approximately 100,000 – 200,000 NSF, deliverable no later than June 2017. The final expansion is anticipated to be approximately 150,000 – 200,000 NSF, deliverable no later than June 2019.
A mandatory pre-proposal conference will be held on Tuesday, July 17, 2012 at 10:00 a.m. in the State Construction Office conference room (Suite 400) of the New Education Building, 301 N. Wilmington Street, Raleigh. Allow time to go through security at front entrance. A sign-in sheet will be circulated at 10:00 a.m. Only those already present at that time will be allowed to sign in. Late arrivals will not be able to sign in nor will their proposals be considered. Addendum No. 1 to the RFP for DHHS consolidation published July 10, 2012. This addendum is in three parts.
Section A makes clarification, corrections, or additions to the RFP that became apparent after the publication of the RFP
Section B answers all pertinent questions put forward by proposers, including questions asked at the mandatory pre-proposal conference held July 17, 2012.
Section C of the Addendum includes Appendices, as referenced in items in Section A and includes:
1. A copy of the required commission agreement referred to in the RFP (A-1);
2. Expanded and restated requirements for certain specialty spaces including telecom rooms and related spaces. Because these changes are extensive, they have been separately set out in appendices that are incorporated by reference into Section A of the Addendum and constitute replacement pages (B-1 and C-1).
Gensler architects staffing report referred to in both the RFP and Addendum No. 1. This staffing report is provided for information and clarification only and does not constitute changes in the RFP’s requirements. Therefore, any conflict between information included in the Gensler report and the RFP as amended will be controlled by the Amended RFP.
Please be reminded that any questions by a proposer must be submitted in writing without delay to John Webb in the State Property Office as described in the RFP. Such questions may or may not be answered in the discretion of the State, depending on the gravity of the question, the broad applicability of the question, and the time available before proposal submissions are due. Any answers that are given will be published in writing to all potential proposers who attended the mandatory pre-proposal conference.
